Write down what participants should remember or do after training. Categories and explanations should support that outcome.

Convert facts into scenarios
Direct recall works for terms and policies. Higher-value clues should ask participants to choose an action, compare options, or explain why a response is appropriate.
Step 3
Prepare accepted answers
Add alternatives and judging notes before the session so the host does not make inconsistent decisions under pressure.
Step 4
Use teams for discussion
Give teams a short window to compare reasoning, then rotate the spokesperson so the same participant does not answer every question.
Step 5
Measure after the game
Record the categories with the most misses and use them for follow-up coaching, documentation, or a shorter rematch.
